Tier 2 Visa Refused

Hello,

I Have recently applied for tier 2 visa application. UKVI refused it since my salaray was
for 39.5 hrs per week whereas it should have been for 39 hrs per week.

I searched online what is the best way for me to go and i came to conculsion that i should go
with a new application. My Empolyer is ready to apply for new COS. But another thing is that my
tier 4 visa expire at the end of this month and i am worried that the COS will not come before that.

I can go for an admin review and extent my stay and hope that COS comes within that time and then
go for a new application. But i am not sure how good of a decision is this.

and also my degree is still with UKVI so i have no idea how will i prove to UKVI that i have a english
degree.

My Employer tells me if it is necessary i can go back to my country and then apply for tier 2.
but i was hoping that i don't need to leave the country since it would be easier for me.

can someone help me with this and what should i do.
