Parents of EU national travelling to Spain

Hello Friends,
My daughter who is 3 is a UK citizen.
Me and my wife both have Indefinite Leave to Remain.

We are planning to travel to Spain in December and I am wondering if me and my wife needs to apply for the visa and if we do is it the normal Schengen visa.

My confusing arises from the point on the BLS website

"Under Directive 2004/38/EC and according to Real Decreto 240/2007, 16 February, family members of an EU/EEA national in possession of a valid UK Residence Card specifying its condition as a family member do not require a visa to enter Spain when travelling with the EU/EEA National or joining him/her in Spain. "
Our resident cards DO NOT say that we are a family member of an EU national. So, we have to apply visa but I believe we DO NOT have to pay the fees.

I emailed BLS and the reply I received was
Dear Applicant

Thank you for your email, we are glad to assist you.

Kindly be informed that you need to apply under tourist visa and pay the visa fees.
Please help clarify the situation

You need to apply for a Schengen visa for each of you and pay the fees. You are not on the 'family of EU citizen' route.

I guess if the daughter as a UK citizen is accompanied the Chen case come into the game and the visa should be free.

Not sure how the Indian national ILR parents will manage to board a plane (if flying) without a visa for their holiday.

Chen give the basis for a visa for a family member of a eu citizen.
Field 34 in the schengen application form.
