Repayment of Immigration Health Surcharge

Hi,
We recently won our appeal (spouse visa) and received an email from UK Visas and Immigration requesting my wife's passport for visa processing. It made no reference to the health surcharge repayment, which was refunded when the appeal process begun.
Do we pay before submitting my wife's passport? Any help on the process would be very much appreciated.
