Start/Issuance date of Article 10/EU directive residence card (RC)

Hey Guys,

What should be the start date of Residence card (for non-EU FM) issued under EU directive by Member state.
i.e. Should it be issued from the date when the Application was submitted or From the date when application was approved?

From the date when the application was approved & the letter of approval is received from IND, the expiry date should also be mentioned on the residency card.
