When Can I apply for ILR

Hi,

Please help advise regarding the dates to apply for ILR

Visa Type: Tier 2 General (Restricted Cos)
COS dates: Startdate 30/10/14 and Enddate - 30/10/19 and assigned on 11/11/2014
Visa Valid From: 04/12/14 and Valid Until: 30/11/19
Entered in UK on 12/12/2014
Please note the tenure here is less than 5 years, Is this matter while applying for ILR.
If not Please suggest the dates on which one can apply for ILR.
