HSMP approved in Jan, Can I apply for EC in March ??

HSMP approved in Jan, Can I apply for EC in March ??

Hi
I have got the HSMP approval on 28 jan.
I was planningto apply for EC in march. BUT these news rules have confused me.
1. Can i apply for EC from the Embassy in India as people were applying till feb ?
2. IF yes, then on sending the application by 20 march, if decison is not made in march 31, then whts happens to my application in April.
