Can I make fresh EU1A application when my review is under process

Hi I applied for eu1a review after refusal without temporary stamp. I think review will take around 1 year and is too long . I applied eu1a myself that's why didn't send application professionally. What is the best option if someone knows please. My application was unmarried partner with baby + 2 years cohabitation proof. So can I apply fresh application while my review decision is pending?
