Spouse visa from India

Hello
A friend of mine applied for spouse visa being the spouse of an Irish citizen.It is almost 14 months but embassy didn't,t come up with any decision.The number of emails has been written but to no avail.
Any suggestions

Did your friend receive the spouse visa?
I am an Irish citizen and getting married next month. My future hus is an Indian and just wanted to know how long will it take to process the spouse visa from India?
