ILR through Tier-1(General) dependent after April 2018

Hi,
Please, could someone advise me?

My wife is in Tier 1 General dependent visa, She entered the UK on 11/01/2013 and will complete her 5 years in UK by 11/01/2018. (FYI i was on Tier 1 General until sep 2014 and In sep 2014 I got my ILR and now on British Passport).

Her current T1G Dependent Visa is valid untill 17/12/2019.

1. Post-April 2018 can a T1G Dependent apply for ILR?
2. My wife was out of UK
03/02/2014 - 02/04/2014 = 58 days
10/01/2015 - 01/03/2015 = 50 days
09/04/2015 - 17/08/2015 = 130 days
20/10/2015 - 29/10/2015 = 9 days
23/09/2016 - 27/10/2016 = 34 days
23/05/2017 - 22/06/2017 = 30
My question is in 2015 she was absent in UK for 50days + 130 days + 9 days = 189 days. Same year though not continious does she fall into 180 days absent rule? will this be an issue if we want to apply for ILR next month?

She could have already applied for ILR in December. Why has she not done so yet?

There is no absence limit for PBS Dependent at this stage.

There are changes coming into effect on 11th January 2018 though. Have a read, not sure if they will affect her.
