Any new provisions resulting from the
Green Paper currently under discusssion won't have come into effect by August of this year, so you will not need to worry about "probationary citizenship". Assuming you meet all the requirements, you will be able to naturalise then as you can now.

current cost of naturalisation is I believe £655, but I don't think this includes the cost of the test.
Once you are a British citizen, you can
apply for a British passport the same as every other British citizen; yes, this does attract a fee, of £72.

Broadly similar, except that nationality matters are all handled in Liverpool and there is no PEO - it is all done by post.

It is generally easier to use the NCS (Nationality Checking Service), who will check that your application is in order and photocopy your documentation, meaning that you don't have to be without things such as your passport while your application is being processed in Liverpool. The NCS is run by local councils, but you don't have to live in a council area to make use of the service. The NCS usually attracts a small administrative fee levied by the council.
