EEA Pemernent Resident Card

My Son 5 year Resident Card is about to expire and I’m looking at applying EEA Permenent Resident card for him. My question is this, my wife already has her permanent residence after exercising her treaty right for 5 years. My Son is now in Uni and he is 20 years old, my wife is uni as well, do we require Comprehensive Sickness Cover as stated on the application form, or that’s irrelevant as She’s on permenent resident? Or any suggestions how to go about it as he is under 21?
