Tier 2 High Earner Salary : £159,600 Per Annum?

I am currently on Tier 2 ICT Visa granted in 2015 Sponsored by company X and working for client Y
I have two questions
1. Is it possible to switch to Tier General if my daily rate is £ 650 (>£159,600 Per Annum) and with fixed term contract for 2 years + Client Y is also offering me sponsorship

2 Is it possible to switch to Tier General if Company Z providing services to client will offer me salary of £159,600 Per Annum + sponsorship ?

You are not permitted to contract on T2, Fixed Term or not.
