Police Clearance Certificate from UK while Applying from Outside UK 200k

Hi,

If someone has stayed in UK for good 6 to 7 years. Now he came back to his country, stayed here for few years and planing to apply for Tier 1 200k. Do he have to provide pcc from his home country and also a new pcc from UK?

I assume pss from uk is not required but need expert opinion.
