Difference between Parking Charge Notice and Penalty Charge Notice for immigration

The 2 seem to be very confusing with the same acronym

Parking Charge Notice - issued by private companies for parking illegally on private lands
Penalty Charge Notice - issued by public authorities for various offenses including parking , driving on bus lane etc

Both have the same confusing acronym PCN.

Should Parking Charge notices issued by private companies be declared when dealing with immigration matters ? They don’t looks like a fine legally but more of a breach of contract with another party.

Can UKBA see records of Parking Charge Notices issued by private companies ?
