As far as I understand, if you are a self-sufficient person or a student, in order for your years in the UK to qualify toward the permanente residence card, you need to have CSI or EHIC for that duration right? So if you don't have CSI and you have been here for 1 year, that year wouldn't count.
It also says that you need to live in the UK continuously, what does it mean? Could you leave the country for a couple of months, return and would that still count as living continuously? What's the maximum time you can be outside the UK?
I have recently obtained a registration certificate as EEA but I don't think this is helpful for this matter.
