Questions re. ILR for retired EU citizen

Hi all,

EU passport holder, but requested ILR in advance of applying for UK passport (heding bets against Brexit etc). Am curious if my mother can apply for ILR as well, would appreciate some guidance.

SHe is also an EU passport holder, has resided with us here in the UK since 2011. She is retired, she retired in 2010 in her home country.

From a residency point of view, she meets the requirements, but in filling out the application there is a bit about sickness cover/health insurance. Does this apply to retired EU citizens here in the UK?
