Hi, in my opinion:

both Q2 & Q3 is okay. But Q3 would always be better than Q2 if you and your dependant a could apply ILR together(in the same application).

I am not sure about Q1 & Q4.

yes.

yes.

Q3. is it possible i apply first for ilr on 03-02-2019 5 year base and my wife apply for ilr later on 5 year base

yes. a lot of people do.

Q4. same day service is available for ilr 5 year base

yes.

no. don't do that! if you settled through 10 years route. your wife CANNOT settled through PBS dependent by 5 year route. and she has to vary to spouse VISA and reset the clock to zero.

thanks

yes.
@cyclina1 - Kindly refrain from giving out incorrect advice. If you do not know, rather say you are not sure or check first.

There is no same day service available for Tier 1 Ent main applicants applying for ILR. This would only be possible for dependants AFTER the main Tier 1 E visa holder has already obtained ILR by postal application.

Yes, provided they apply for ILR before their visas expire.
