discretionary leave to remain.

Hi, Can someone help. I believe my partner will be given discretionary leave to remain eventually! If and when that happens I understand we will have to pay for him to stay bearing in mind he is 69 years old and has not been able to claim any benefits or work. How is someone supposed to be able to pay if they have no resources?
