By EEA rules he has the right, until Brexit and transition happen, to move here for an initial 3 months.
After 3 months, in order to stay, he has to exercise his EEA treaty rights (self sufficient, working etc..). If exercising rights but not working, he is required (by current regulation, it will change) to get private health insurance.
After 5 years, he can apply for a document certifying permanent residence (or future settled status). After one year of holding such status, he can apply for citizenship should he wish. Period is reduced to 3 if he's married to a British citizen.
