Overstayer

Hi

One of my relatives came to the UK on a student visa. He overstayed and returned on the voluntary assisted program in May 2006. In Dec of 2007 he got married in his home country to a girl from the UK. I have heard that the rules have changed for overstayers returning to the UK, from the 1st of April.
Will this cause a problem for him and his wife, or do the new rules only effect people being removed after the 1st of April 2008.
