Switching from tier 4 to Tier 2 without completing degree

I'am currently doing my masters and have completed all the modules with only dissertation left for submission on Oct-1st 2018. I have a job offer which is due to start by Sep'3rd. Also, the job is on the Shortage occupation list. I very well know that i cant switch from tier 4 to tier 2 without submitting my dissertation. But, considering the fact that the job is in shortage occupation list will I be able to switch from Tier 4 to Tier 2 before submission of my dissertation???

No you can’t switch prior to finishing your masters regardless of whether it’s on the shortage occupation list or not.
