ILR application: Can I apply for ILR after 5 years 14 days?

Dear Friends,
My Tier 2 (general) work VISA is valid until July 2019. However, I will become eligible for ILR in July 2018 (based on 5 years route). Can I apply for ILR anytime between July 2018 to July 2019? I am unable to find premium service appointment within the window of 28 days before I complete 5 years on Tier 2 VISA, therefore trying to understand if I can apply even beyond 5 years (say for example after 5 years 2 months on Tier 2 (general VISA))
