Can we pay for "Keep my passport" service after the application has been submitted?

Dear All,

We were given incorrect advice my Migration Expert regarding my wife's settlement visa. My wife is Russian stuck in China and has applied for Settlement from VFS Beijing whose English is not great.

Can we apply for the Keep my Passport service after the application has been submitted? Get the passport back, visit the UK on a C-visit family visa and then fly back to China when the application is ready?
