Admin review and 3c chain

I really wanted to get some right suggestions as I have worked really hard throughout this whole years.
I have attached my whole immigration history in picture form.

After that immigration history , i have got refusal in upper tribunal JR and they have also refused fresh application as tier 4 dependent on the basis of confusion of the days that I have submitted.
I needed advice on several points:

1) when we submit fresh file after admin review decision - is it 14 days after the receiving of letter as per postal proof receipt or 14 days after the date of decision taken by HO as per the date of decision on letter?

2) after refusal of my current JR- I needed to know that my 3c broke after this judicial review refusal or it was broken from before?

3) If my tier 4 pbs dependent decision is granted then will my 3c route continue as normal?

I have already spent 8.5 years in UK.
Please help me as I have paid lot of money for each file but was misguided at many steps due to which it all got messed up.

Judicial Review (JR) is a process outside the immigration rules and you would not be covered by Section 3C during this process. Section 3C protection only applies to Administrative Review (AR) or the Appeal process.

3c is broken after AR decision, If JR is succeeded then Ho is bounded to give 3c rights for the period you were in JR so that your stay will be legalized and will not affect 10 year route and settlement, Unfortunately which is not in your case 

3) If my tier 4 pbs dependent decision is granted then will my 3c route continue as normal?

Did you had 322(5) clause /character&conduct/ in your refusal, If so that needs to be cleared before applying any other application I believe, Tier 4 dependent, If not and If you successfully get dependent visa then you will still have a break year you spent in JR, Please consult a solicitor who is specialised in LR and get a second opinion
