Exemption of NHS from the annual cap effective from August 2018.

According to some sources, the nhs exemption from the annual cap is effective from 6th july i.e the application submitted before 6th are to be considered with the same policy as before.

No. The Home Office's Statement of Changes (re: the new immigration rules) state that the new rules are applicable from July 6th and will apply to any decision made on or after this date (ie. The decision that will be made on July 11th for the allocation meeting).
