In law, from the date of arrival, but in practice the earliest date that you can prove that you were in the UK. This assumes that you were covered by the EEA Regulations from when you arrived. Note that breaks in your spouse's employment may affect whether you were covered by the regulations.

Hi there, if the residence card was issued before November 2016 does that mean the British citizen does not need to show that they are a qualifying person and will be treated under the old regulations?
