Travel to UK while AR in process

Hi,

In case someone's visa is refused (outside UK) and apply for AR review. And if there is existing valid leave (existing visa) can that person come back to UK while wait for AR result. And go back if AR is successful to get visa stamped.

Passport comes back with refusal letter. And administrative review doesn't require passport.
