Passport Lost by HO

Hello everyone,
I am struggling a lot with the HO situation. They lost my son's passport when we applied for ILR in 2016 and only returned his BRP card 2 months ago with a letter saying they are investigating the case when we sent a letter asking why didn't they returned the passport yet? Now I applied for my son's BC and Passport and the application checklist asks for previous travel document. Should i just send the letters that i received from HO? My son is 5 yr 9 months old and doesn't have any other identity proof. what can i submit?

Yes. Send copies of the letters from HO.
