can I submit tier1 application in Germany visa centre ?

Hi,

I am resident and citizen of India.I am working for Inian IT company but currently residing in Germany on official trip for few months.I came to Germany 2 months ago.I want to apply for Tier 1 with the eligibility of "applicant should reside continously for 12 months in a last 15 months from the date of applying".
I can not fly to India to submit my application at visa centres located in India.
So, my query is Can I submit my application at the visa centre located in Germany with prior appointment?

If you have long term Work Permit visa, If you are including earnings made in Germany in your Past Earnings scoring and you have lease contract (rented house) a year long ONLY then you should apply.
