Want to apply for uk Learners Driving licence

hi
i want to apply for my Mrs uk learners driving licence but her passport is in home office since aug 2014. she won appeal but home office Quested upper tribunal for permission to appeal .
any suggestion please

You will need to wait for her passport and proof of visa status as DVLA will ask for this.
