PhD stipend enough to prove spouse living costs

hi
i have been offered PhD studentship(fees+ £14777 stipend per year) from one
of the UK university(outside London).

I need to know is this stipend enough to show as living costs for my
wife(spouse/dependant) visa.

As i know i need to show £15200 per year towards living costs for both of
us(me and wife).

so,
£15200-£14777=£423 is the difference amount,is that okay if i just show
£423(difference amount) per year for the duration of my PhD studies.

If the money is intended to be just for you, no.

If the money is intended for you and your dependant, and the sponsor's letter confirms this, yes.

See Appendix E of the immigration rules, which explains that

(n) If:
(i) the Relevant Points-Based System Migrant is a Tier 4 (General) Student who has official financial sponsorship as set out in paragraph 13(iii) of Appendix C, and
(ii) this sponsorship is intended to cover costs of the Relevant Points-Based System Migrant’s family member(s),
the applicant must provide a letter of confirmation from the Tier 4 (General) Student’s official financial sponsor which satisfies the requirements in paragraph 13D of Appendix C, and confirms that the sponsorship will cover costs of the applicant [=the dependant] in addition to costs of the Relevant Points-Based System Migrant.

No. Your stipend is not enough for both. University offers stipend only for the student's maintenance expenses. See "Tier 4 Policy Guidance version 11/2018 page 51 of 101":

"197. For example, if you are studying outside London or elsewhere in the UK on a course for more than 12 months and have paid your course fees in full, the amount of maintenance you would need to show would be £9,135 (£1,015 for 9 months.)"

"84. If the Tier 4 (General) student is studying on a course based:
• in London you must have at least £845 per month to support yourself;
• outside of London, you must have at least £680 per month to support yourself."

If you receive a bursary from the univ, you don't have to show any maintenance amount for yourself, as it is shown in your CAS you will receive monthly payment from univ for your maintenance. You will be categorised under "Official Financial Sponsorship or Government Sponsor" student. And it is intended only for the student.

You are expected to have the required maintenance amount in full for your dependent separately.
