Reconsideration of decision

Can someone told me if level 1 OISC advisors are permitted to do work related to Reconsideration of decision
I am trying to help someone who requires help with Form NR Reconsideration of decisions to refuse British citizenship.
I searched the internet and I found that Level 1 OISC advisors can help clients with the administrative review, but I could not see a reconsideration in permitted or not permitted work. Could you please let me know if this type of work is permitted for level 1.

Reconsideration is simply a request to reconsider. It is not the same scope as Administrative Review under the Immigration Rules.

A person can do a reconsideration themselves too, they don't even need 'help' to do it. It wholly depends on the reason for refusal.
