How Will March 2019: Brexit Day Affect NEW EE2 Application

Merry Christmas Everyone,

Please I am here together with a close friend.

His previous marriage to his EEA's wife was terribly unsuccessful, here is the timeline.

They got married in August 2014,
Separated in 2016
Divorced became final in August 2018
Key thing to note is that : the ex wife is still based In UK but would not had in anyway, had supported his application for PR, so this is completely out of the question.

Anyway, Since 2016, He's been in a new relationship with his new EEA Spouse, (cohabiting and lived together), after the Divorce became final, they both went to for an interview at their local Registrar office to get married and afterwards booked a date and Happily got married this Dec 2018. He now intends on pursuing a Fresh EEA Application next month with his Newly wed wife as his sponsor.

Question is: taking into account Brexit date being 29th March 2019. How will this affect his EEA application. will it be treated as routine application in the course of March 2019

OR what possibly should he take into account in the course of HIS new EEA application?
