tier 2 from tier4 visa

Hi,
I am on tier4 visa doing msc. I want to know that if i apply tier2 visa from my home country (outside eu) and my application got refused then can i come back to uk based on my existing tier4 visa to complete degree ?
Is it possible if i get Pg certificate (instead of masters degree) from university and make tier2 visa application based on that pg certificate inside uk?
