EEA spouse visa route to ilr

Hi .I was granted eea family extended card for residence in 2014 . Now it is 2019 it is about to pass 5 years .
I talked with one solicitor for next process .
He told me I need to resent past 5 years bank statement bills and HMRC letters .
I happen to have only 2014
2017
2018 and now 2019
I am missing 2015 and 2016 .
The reason I didn't collect any paper work cause I didn't care much now that I need I don't have proof of address .
Can any one guide me on this matter .
I am due to apply in July 2019 .
