Where to declare Penalty Charge Notice

There seem to be sporadic posts about PCNS. Some believe they don't need to be declared as they are not technically Fixed Penalty Notices. Perhaps that is true.

Either way presuming you want to declare this to avoid any doubt, where should they be declared? As a civil penalty? Does anyone have experience with this? While such a simple issue I'm considering going via an agent just to avoid the anxiety with getting something like this wrong.

It DOES not make any sense to mention PCN. People don't understand that PCN are issues to the vehicle. There are coule more than 10 owners of that vehicle. It could be company's car.

There is no record againt the person unless you don't pay and it goes to court.
