Visit visa after being refused settlement??

My husband's settlement visa was refused last August, and Im in the process of making a new application. However, is it possible for him to still come over to the UK on a visit visa? Or will it be refused on the basis that his settlement visa was refused, and that he has family here (my daughter and myself).

In a nutshell, can people who have been refused settlement, still come over on a visit visa?
