Pio to Oci change all by post for minor application

Hello All

I applied PIO 5 years ago for my child, now he (5 Yes old child) need to convert pio to oci with new uk passport .
Can i apply everything by post for pio to oci minor application. I do not want to travel 200 miles :)
Please let me know in person submission is compulsory or not. Websites instructions jn Birmingham are not clear in this matter for minor applicants
