IHS refund?

Hi,

My wife extended her Tier 1 dependent visa in May'17 for 3 years and paid IHS (health surcharge) of £600 (£200/year x 3 yrs). Later, she applied and received her ILR in Nov'18. Since she only was on the visa for 1.5 years instead of the 3 years, she was told at the PEO office that any IHS refund will be credited back to her account.

Since nothing was credited, I wanted to check if she is eligible for any refund?

You will not get a refund if:

your visa application is successful but you do not come to the UK
you leave the UK before your visa ends, for example to make a new application
you’re told to leave the UK before your visa expires
you’re applying for indefinite leave to remain or changing to another visa where you do not need to pay the IHS

I am on tier 2 gen visa now and will be getting my ILR after 5 years. I have paid IHS for 6 years and whether i will be getting my refund of IHS for 6th year. Is there any process to claim back this £200 fees.
