AN Naturalisation paper form April 2019

Dear All,

Would you please advice me if I can use the paper form AN dated April 2019.I am living in Uk(Bristol) and got confused because in the application is mention "To be used by people in the Channel Islands, Isle of Man and British overseas territories, and by people who live elsewhere and want to apply
by post." ..so elsewhere..is from everywhere??Many Thanks!
