Student Visa or Working Holidaymaker?

A friend applied for a student visa to Britain for her co-op work placement next term. She filled out the student visa application because the internship is generally unpaid and it's part of her degree.

In the new interview process the visa guy told her to switch to a working holidaymaker visa instead. She did, but she didn't get to change the answers to the questions on the application. This means that when it asked the intent of her visit, she put 'to get a job for the co-op' instead of saying 'to travel and only get incidental employment' or whatever they like you to say.

They rejected her and now she has to appeal. Any information about what additional information she should submit or what she should say would be incredibly helpful. Would letters from profs be helpful? Is the WHMV really relevant here? I would think that the student one would be more appropriate

Can you confirm that she's doing her degree in the UK with a UK university?

I believe that the school is in Canada and that the co-op placement is in the UK. Since the position is unpaid wouldn't a tourist visa suffice?

Even unpaid work is still 'work'.
