Set 0 form Question

Hello,

On the SET 0 form under the section Travel History (other)
The following question exists :

1. Have you ever been refused a Visa for any country other than the UK ?

My Situation : I was granted a B1/B2 visa to US in 2007 and i did travel for Business meet in 2008.
In 2009 , I had applied for a L1 visa ( Equivalent to tier 2 ICT) and it was rejected.

Now, how do i answer this question please ?

Its pretty obvious that a visa was refused.
