Surinder Singh, Self-Sufficient Pensioner and Benefits Entitlement

Dear all,

A British Citizen (BC) resides in the UK (Northern Ireland) with their non-EU spouse after having completed the SS in a host state:

a) The BC is self-sufficient through their pension.
b) They have a child who was born in the UK shortly after their arrival (unsure if this point is relevant).
c) They are renting a property.

Are they able to receive housing benefit or council tax credits without it affecting any applications by the non-EU spouse for a residence card through the EEA(FM) application or if they apply to the Pre-Settlement Scheme?

P.S.: I am assuming that the BC is required to be exercising Treaty rights on their return to the UK in accord with the UK EEA Regulations as opposed to the ECJ Eind where this is not required.
