Pending EEA2 application - Change Of Address

Hello

My wife has a pending application for an EEA Residence Card. We have just received the COA a couple days ago so it will probably be a while until she is going to receive her BRP. The problem now is that we are moving flats in a week time. What is the process that we have to go through in this case? Do we submit an online form for change of address or do we need to call the Home Office? Also when should we notify about the address change, before or after we move? And, do we need proof of address for the new flat?
