Tier 2 general priority visa delay in delhi

Hi,
I applied for tier 2 general (priority) on 24th June 19 at VFS Delhi. Its been 6 days, i didnt get any message except the initial submission one.
Is there anyone experiencing the same?
Does delay in decision means a rejection?

The status of cos is used as on 28th june 2019. What does that mean? Please advice

After how many day did u receive the passport and what is the out come of ur application
