RLMT and the UK's future skills-based immigration system

I read in a document published by Home Office entitled "The UK's future skills-based immigration system" that a new immigration system will be implemented in a phased approach from January 2021. Under the new policy, the Resident Labour Market Test will be abolished.

I'm based in Canada and it's almost impossible to find an employer willing to sponsor me. My goal is to eventually get permanent residency in the UK.

If I wait until 2021 after the RLMT is abolished, do you think employers would be more open to hiring non-EU nationals? Or that won't make much difference? I know we can't predict the future but judging from your experience with sponsorships, what are your thoughts?
