Is cancel tax bills are enough and sufficient documents as proof of residency for EEA person who apply for BC ?

P60, Employers letter and HMRC letters if available

Not really as she is self employed working part time and every year when she do the tax return she didn’t pay tax as she earn less the £9000 per year so the HMRC dont sent her any documents confirming paying tax as she didn’t pay tax , however .. is the cancel tax bills are enough and sufficient ?

Council Tax Bills will be fine.
