Can I apply for ILR now?

Hi all,
Asking this question on behalf of a friend.

The friend and family are on Tier 2 at the moment. Below are their timelines

First Tier2 visa approved on 18/08/2014
Enter UK on 14/09/2014
Tier2 extension made in UK with visa expiry date of 31/08/19

The question can my friend apply for ILR now?
