Standard Visitor Visa delayed by 2 months. Lost passport?

Dear all,

I applied for a standard visitor visa (6-months) on 06.06.2019 from Munich, Germany and I still haven't received any communication from UKVI regarding my application status. When I raised an enquiry through email, they said that they have escalated my case on 09.07.2019 and that I will be contacted within 15 working days. That has also gone by now and they still havent said anything including no replies to my emails.

I read online now that UKVI is extremely sloppy with taking care of documents. Is it possible that they have lost my passport? Would anyone know how could one approach this situation? If they do saying that they have lost it can I sue them?

I was supposed to fly tomorrow but I guess that's not happening. I am supposed to travel somewhere else by the end of the month and would really need my passport. Any help would be appreciated. Thanks!

How long should I wait? How long are they legally allowed to keep my passport like this?
