Retention of Passport by Home Office

Hello Gurus,

My partner varied her application from entrepreneur dependent to FLR(FP) two months back and received letter from home office yesterday along with PBS dependent application form that they have scanned all the documents in their database.

However, they kept the original passport under the section 17 of the asylum and immigration act 2004.

The case reference ID i could see on the letter is not the old one but for the new FLRFP application.

Can anyone please clarify what does this letter means?

Have they made decision on her application?

Or

The application is still under consideration and they returned the documents because now a days they digitalised everything and will return the passport with decision letter ?

Please share your thoughts or any had the same experience.
